It may or may not be the Right Thing after considering the balance of practicalities, but it’s not random. A rationale is easy enough: BCP 79 is specifically about “those contributing” [*], and it would be strange indeed to say that listed Contributors oughtn’t to be assumed to have contributed. Since the presumption of contribution is right there in the name, and the number of listed contributors is presumably small [**] and definitely bounded, it seems both reasonable and feasible to poll them. Whether one wants to insist on a reply might be up for debate.

Ugh. I wish I thought you were wrong. Unintended consequences strike again. (Well, they haven’t struck yet but the scenario is plausible.)

Whether we keep it in the template or not, I do think polling contributors regarding BCP 79 compliance is a good practice, for the reasons I give above.
