I don’t think we really need to codify it - I think it's just in the common
lore category.

As an AD, I've found that non-chair shepherd write ups are variable in
terms of quality, but generally better than chair done ones -- but whatever
the case, having the write up done by a participant is my preference as it
provides people a chance to see doing things like chairing isn't scary,
 takes some load off the chairs, and also provides an extra view point.

I don't think the execution is relevant when it was obviously a bad idea in
the first place.
This is like putting rabid weasels in your pants, and later expressing
regret at having chosen those particular rabid weasels and that pair of
pants.
