I think the underlying problem here is that our mailing lists have not all been created with or updated to have a consistent configuration.  For example, we’ve recently spotted, again, that not all the lists are configured to use the global whitelist.  WG chairs can change these settings themselves as they are list admins, but we’ve not been clear on what not to change and sometimes changes are made that unexpectedly update some lists that were configured differently to others. When we move to Mailman 3 later this year then this should all get a lot tidier.
