In the original design, one of the constraints was people who had to be
there.  Initializing the list with the chairs and AD made sense.  If there
were conflicts as a result, one could explicitely drop people from the list.
I thought it was an elegate way to handle things.

I understand that since I worked on the code, that this way of handling the
AD and chair conflicts has been changed.
