Michael,

I'm not sure what the WG should do when I say
  "Please take this work out of the IETF if I can't implement
   or validate an implementation without document FOO"


That's certainly a valid opinion. Whether or not that becomes the WG
consensus is up to the WG as a whole. The usual next step, if the WG
agrees, would either to try to find an alternative solution that doesn't
require document FOO or to just abandon the work as a WG product.
