Each virtual meeting has started at 1300 "local time" each day. We added an
hour to the length of the day for 109, which the IESG chose to add to the
beginning. Thus, 1200 local time.

I agree that it's a relatively late start, but we've been rotating in a way
consistent with 1-1-1.
