Unless the charter says "will work from draft-...",  the charter saying 
one document does not mandate that any specific document be the basis 
for the work.

In the WGs I co-chair, and allthe WGs I participate in, adoption calls 
take place.  SPRING actually has stated added WG policies for the 
adoption phase.
