The IETF is currently working on multiple distribution protocols.  Based on
the work done in MoQ (including the requirements document), I am concerned
that WHEP only addresses a subset of the low-latency streaming use cases
addressed in MoQ.

For example, I've been told by major low-latency streamers that WHEP is not
acceptable for streaming of sports or live performance due to lack of
support for DRM, something MoQ supports via transport of CMAF.

Is there something that WHEP can do that MoQ can't?  If not, why bother
creating yet another distribution protocol?
