I have asked chatgpt (god-sent for non english native speakers) to rephrase
the sentence to remove the two "taking into account", and here is its
suggestion:

It is possible for both Media Servers and WHIP clients to support Scalable
Video Coding (SVC). However, as there is no universal negotiation mechanism
in SDP for SVC, the encoder must consider the negotiated codec(s), intended
usage, and SVC support in available decoders when configuring SVC.

I think it is better to remove the normative "MAY" as we basically are just
saying, "use it with caution as we can't give any rule about when to use
it".

What do you think?
