I think the major selling point of WHIP/WHEP is that it's very easy to
implement, assuming that you already have a WebRTC stack.  My implementation
of WHIP is 354 lines of Go code, and about half of this is dealing with
access control and error handling (which is notoriously verbose in Go).

MoQ certainly has a lot of features, and until somebody has identified and
documented a compliant subset of MoQ that is not dramatically more onerous
to implement than WHIP/WHEP, there certainly is a space where WHIP/WHEP is
useful.
