Does WISH support communicating client-side candidates to the server or not?

If it does not, then please state this limitation explicitly in the draft,
and add a section that describes the consequences of that limitation.

If it does, then please describe a reliable procedure for a client to
communicate its candidates to the server.

I'm sorry, Sergio, but I just don't see a middle way.
