Could you please clarify the requirement?  I'd like to understand whether
STOP is different from closing the PeerConnection, and whether PAUSE is
different from muting all tracks (setting MediaStreamTrack.enabled to
false in the JavaScript API)?

Looks like a can of worms to me.  Once we start doing that, we might end
up adding a full chat protocol.
