There are multiple implementations of WebRTC, and they have different
behaviours wrt. congestion control, granted.

Unfortunately, the IETF specs are not complete: the standards track
documents I'm aware of only require stopping the flow when severe
congestion is experienced (RFC 8836, RFC 8083), while the adaptative
congestion control mechanisms which WHIP implementations use are only
documented in expired internet-drafts (draft-ietf-rmcat-gcc-02,
draft-holmer-rmcat-transport-wide-cc-extensions-01).

This is an unfortunate state of affairs, but I'm sure you will agree that
the WISH working group is not the right place to resolve it.  It would be
badly counterproductive to request that the WHIP draft be delayed until
the congestion control issue is solved, since that will probably take
years if not decades, and doing so would be a surefire way to kill the
draft, which fills an important niche and which a lot of people are
depending on.
