Sorry, you're right.  It's setLocalDescription that triggers ICE.

So in order to get proper ICE servers we need to send the initial offer
before we even start gathering candidates.  In the absence of Trickle ICE,
we cannot reliably communicate *any* client-side candidates to the server.

Does that not suggest that Trickle ICE should be required?
