That is client (let's call it broadcaster/publisher/encoder better to avoid
confusion with the viewing clients) configuration and will never be
exchanged via signaling.

Media server will just receive a new ICE request coming from the turn
server allocated candidate, no need to do a ICE restart in this case if the
network on the media server side is stable (which I would make it a
requirement).
