My understanding of the charter discussion was that we expected to need
separate documents on privacy and security because signing-as-other-origins
has such a big effect on the web origin model. It could make sense to hold
up adoption of the signing document on those drafts being started.

However, bundling without signing has a more localized effect, which should
fit in the single document's privacy and security considerations section.
We should continue to improve that section in the same way we plan to
improve the rest of the draft.

A use cases document
<https://tools.ietf.org/html/draft-yasskin-wpack-use-cases-01> is ready for
adoption. It has, historically, not attracted much discussion from the
people who asked me to write it, but if having it adopted by the WG would
attract more interest, I'm all for it. I see Daniel also has some concrete
changes to propose, I think especially around promoting
https://wicg.github.io/webpackage/draft-yasskin-wpack-use-cases.html#name-subresource-bundling
to "essential". I think it's easier to tell whether the WG supports that
sort of change after we adopt the document.
