Folks - 

This revision addressed the remainder of the IESG review concerns. It simplified several sections (including shortening the introduction quite a bit)
to address concerns about duplication with the framework and with 4575. Please inspect the changes.

I'm working on clearing the last discuss on -examples, and plan to send the approval notice for this, ccmp, and examples at the same time - hopefully
by the end of the week.

Thanks to everyone for the effort you've put into these.
