Hi All,
    Just a minor comment:-
 
Section 4.3 (a)
 
 "If the domain name is NOT within the server's domain of
responsibility,
 then the server MUST return a 500 Server Internal Error."
 
I dont believe this is an appropriate error for this situation. 
I am not sure what error code would be applicable here, but 500 would
indicate to a client that their request is causing an error on the
server which is not the case...
