The default stylesheet in actual use is packaged with xml2rfc and
maintained in the xml2rfc subversion repo, located at
https://svn.tools.ietf.org/svn/tools/xml2rfc/

The stylesheet in trunk is at
https://svn.tools.ietf.org/svn/tools/xml2rfc/trunk/cli/xml2rfc/data/xml2rfc.css

I'm happy to take diffs, or if you can countenance working with svn,
I can make you an area for personal branches where you can check in
changes for merge to trunk.
