[xml2rfc] Equest for DTD change: organization

Hi,

this has been discussed before lots of times...

Currently, the <organization> element in <author> is mandatory:

	<!ELEMENT author      (organization,address?)>

However, the actual implementations all happily process documents with 
where the <organization> element is empty. Can we please make it 
optional, as in

	<!ELEMENT author      (organization?,address?)>

so that authors don't have to put in the empty element anymore?
