I can't claim to have any vision into the minds of my 14 peers on this
issue, especially since it hasn't been discussed in that venue yet. 
The experiment being talked about is documented in
draft-ash-alt-formats.  It's been discussed on the IETF mailing list,
and the authors are working on socializing the idea.
