[xml2rfc] Request for DTD change: <iref> in <figure>

Hi,

frequently, artwork contains definitions that should appear in the 
index, such as ABNF terms.

Right now, there's no way to have an <iref> inside a <figure>, except by 
adding it to <preamble> or <postamble>, which of course doesn't seem 
like a good idea if there really isn't any text to put into that element.

Therefore, it seems it would be good to allow <iref> as a child of 
<figure>, such as in:

	<!ELEMENT figure      (iref+,preamble?,artwork,postamble?)>

(the same probably applies to <texttable>...)
