That's not new at all. (But yes, very annoying).

You only "need" this if you use named character references defined in
that file. If you don't, just remove the line. If you do, and want to
get rid of the warning, you could define them locally.

You don't need this, unless you want to process the XML using XSLT
(locally, or in a browser).
