I couldn't get it to work subcompact="no", but with "yes" it worked!

        <?rfc subcompact="yes"?>
        <t><list style="numbers">
            <t>Item1</t>
            <t>Item2</t>
            <t>Item3</t>
          </list></t>

The end result is is no blank lines as I prefer it for simple itemized list.

Additional small nit:

    HTML - indented list
    TXT - non-indented list
