And as we've discovered other times, this is a work-reduction policy
on the secretariat's part - once we get an automated submission tool,
this will go back to listing all authors.

based on comments on the ietf general list, I-Ds now have two files  
for references.

the old way: to get the current version of an I-D, keep doing what  
you used to do, e.g.,

	<?rfc include='reference.I-D.whatever' ?>

if you want to reference a specific revision, e.g., "XX", use

	<?rfc include='reference.I-D.whatever-XX' ?>
