Re: [xml2rfc] [rfc-i] whose on first

I'm in the process of putting together a statement of work to 
reimplement the generation of the various pools of bibxml. (Tony and 
Henrik are providing input).

This isn't abandoned.

Henrik and Tony are also still trying to straighten out the issues with 
the existing service.
