I'm happy with that in principle, but do we expect _IANA_ to send to the 
mailing list vs directly to designated experts? Will that list be 
limited to approved designated experts? Is the list for people to get 
early advice on registrations before they go to IANA?

(I'm sure this has all been worked out for other app-related registries. 
I just don't know the answers.)
