Hi Roni

I think the problem is with the "if you have IPR that relates to" part. 
Having read the patent in question I had difficulty seeing anything at 
all related to the subject matter of the draft.

It appears from my review of the patent that the disclosure may have 
resulted from a text match of "loss concealment" and not from a claim 
within the patent that related to metrics reporting. If it was my 
company's patent then we would not have made a disclosure, I'm simply 
suggesting that Huawei do a technical review to verify that the 
disclosure is based on the substance of the patent and the draft.
