Hi,

Here is the new version of effective loss index. The main change is to modify some descriptions of the metric detail. The metric is useful for middleboxes to estimate the post repair loss impact to the media streams. Comments are appreciated.

   This document defines a new metric for RTP monitors to estimate the
   effectiveness of stream repair means, and an RTP Control Protocol
   (RTCP) Extended Report (XR) Block to report the metric.
