The ipAtmNetToMediaTable is basically an extension of the
ipNetToMediaTable providing "RowStatus" style creates/deletes
through the addition of the ipAtmNetToMediaStatus attribute.

I can see how deletes work here, but I am a bit concerned about
the interpretation of the ipNetToMediaPhysAddress for creates.

Is it intended that we allow row creation via this table?

If so, do we need to add subaddress, address type and subtype 
to support the  addressing style of rfc1577? 

Should we try to infer the addressing style from the length
of the ipNetToMediaPhysAddress :- 

	8 => E.164,  20 => NSAP, 28 (8+20) => E.164+NSAP ?
