your suggested change sounds fine to me

this requires a particular way to implement "external route
servers" (i.e., that the route server's AS *must* appear in
the AS path).  while i don't really care how it's done, i
don't remember if the IDR group has ever explicitly talked
about this particular protocol detail and its impact on the
operation of route servers
