It is part of the URI by definition:

    SIP-URI       =  "sip:" [ userinfo ] hostport
                     uri-parameters [ headers ]

It is also by definition an identifier of a resource. It is a *name*, 
like your name. It is assigned by the owner of the resource, or by 
someone acting on behalf of the owner of the resource. It isn't really 
proper for others who simply want to *reference* that resource to change 
its name. Instead, we put information on how to reference the resource 
in other places, such as in header parameters.

This is a philosophical point. I don't know if it is written down 
anywhere. Certainly it has been violated. Yet I think it remains the 
right way to view things.
