Based on my reading of the charter, I think it's within the remit of this
WG to have a short I-D recommending random shuffling of RRs, permitting
fixed order, but "MUST NOT" for cyclic. For both recursive, and
authoritative servers. Happy to do it if folks don't think it's crazy.
