Only two remaining comments on this draft:
1. I believe that the original 16-bit CRC citation (ITU V.42) should be left in, as the new "[CRC]" citation specifies only the 32-bit CRC used by BPv7. The ITU document does include a test vector, so there is no ambiguity for that implementation. So the draft would have a separate citation for each CRC type.

2. The CDDL needs to be updated for the last change of primary/payload block numbering. I've updated my local file at [1] for the corrected block numbering.
