The document reads well. Mostly editorial comments:

Intro: I think ALC and NORM have to be spelled out for completeness.
Section 3.1: Why not refer to 6363 for all definitions and use the exact wording from 6363. Alternatively, just remove the text and simply refer to 6363.
I also think figure 1 should be identical to figure 2 in 6363. Even slight modifications could be confusing to readers.
Section 4.3: missing " after "Group of Pictures (GOP) of an H.264 flow.
Section 5.1.1.2: Says "Strict (S) flag", you mean mandatory?
fssi = E:1400,S:0,m:8 should be "fssi=E:1400,S:0,m:8"
