It seems to me that if we're worried about empire building, rather
than trying to constrain how the LLC hires people (which as Bob H
recently pointed out, would be a change from long standing practice)
it would be more effective to keep an eye on its budget to discourage
mission bloat.

Section 7.10 of 4071bis says 

   The annual budget is expected to be developed in an open,
   transparent, and collaborative manner, in accordance with
   Section 4.4. ...

where section 4.4 lists a bunch of principles starting with
transparency and responsiveness to the community.  Section 7.1.
says the LLC makes regular financial reports with budget vs
actual and so forth.
