Status Change Details:

The BIER WG was initially chartered for Experimental work.  These
two RFCs were of the quality necessary for Proposed Standard, but
were published before the WG was rechartered.  The BIER WG is
now being rechartered to do Standards Track specifications and the
core of the BIER technology is ready to also be promoted to that status.
