While RESTCONF may be seen as a competitor to NETCONF by some, I think
it does not matter at all where it is done in the IETF. In fact, I
could easily find reasons why a separate WG could be seen even more as
developing a competitor to NETCONF. To ensure that NETCONF and
RESTCONF stay aligned and since to a large extend the same people are
involved, I think doing RESTCONF in the NETCONF WG makes a lot of
sense.
