It is not clear to me if Netext should do inter-access/technology handovers. This subject is probably more appropriate for Mipshop where they already have a context transfer and a handover protocol extension to PMIPv6.

My suggestion is Netext should concentrate on flow mobility, as stated in the proposed charter.
