Hi,

I like the new table in section 3.1. However, in the first line
(HbH options) the summary "Drop or Ignore" seems misleading. The advice
in section 3.4.1.5 is good, and well-balanced. But it's almost
impossible to summarise in a few words. Maybe you can fit
"Ignore or rate-limit if possible, else drop".
