Hi *,

sorry for being late. I did an extensive review and am in favor of 
moving this work forward. There are several tiny nits that are already 
in resolution. But I would like to provide the following distillate of 
which I think it is general structural issue:

1.) The use of terms seems to be under a surprising paradigm shift after 
section 3.
"Agent", "Evaluator", etc. - the terms used until the end of section 3 
seem to be in stark disconnected with the text starting with section 4.

2.) It is either ECP or EPCP :)
