For the "Centralized Standard Name Distribution" problem;
I don't have the resources, and time, to try it,
but I would recommend a Neuronal approach

I was validated working, ie. for automatic Captcha resolution.
And you maybe be able to construct a hierarchy in your data from this 
approach.
