Hi all, 

This new version integrates the following main changes:

* include the text agreed with Yuchung (https://mailarchive.ietf.org/arch/msg/tcpm/kgHGCgsV2lbaBB6CftbhPRmBjdM)
* add a new appendix to discuss API-related considerations 

We do think that the spec is ready for the WGLC.
