We had the identifier in mind and identifiers could be domain specific not
representing an IP address.
So the idea is we are advocating the use of Id-Loc systems rather than the
current IP address as locator based system.

However, I know that in LISP identifier is also an IP address.
Can you propose some wording to cover LISP case as well?
