I can't tell what you are complaining about.

The Newman proposal describes a *per site* mechanism, with no effect
(that I can see) on systems apart from the ones that *choose* to
adopt this mechanism.
With some care, it can be used *per user*, with no effect on the
other users of the same mailhost.

The objections seem to have been based on the idea that an Internet
standard is somehow *mandatory* for the *whole network*.

The difference between a Standard and an Informational is whether it
is something we recommend when people do this kind of thing or whether
it's simply documenting an existing practice.
For Elective standards, there is *NO* requirement that people do it.
A MUST in a standard just says "if you claim to follow this standard,
you MUST do this".
Nothing else.
