If you're just short of blank pages, it's easy to add pages to an existing 
passport, which isn't free any more but is quite routine, using a DS-4085 
form.  It took about two weeks when I did it a few years ago.

If someone does try to get two US passports, please let us know how picky 
they are about your reasons for wanting one.
