This is a shame. I will respond to your comments. I have been swamped, witness my getting the minutes out so late. It is certainly not my intent to exclude people that don't attend the IETFs. In fact, I want to encourage such participation. If my delay in responding has given another impression, for that I apologize. ~ Cliff
