Its interesting that Jim has a use case for the multiple communities of
interest problem, and so perhaps we can feed this into the 'problem
statement' document that was proposed in Taipei. Jim: do you have a fuller
description of the requirement (I assume this is rooted in a Plasma use
case?), perhaps taking in policy requirements other than LoA?
