I just want to make sure I understand.  *THIS* is the reason that this document was blocked for two months?  A stupid TYPO?  A typo kept this blocked by a DISCUSS?

Thanks, Paul, for pushing a draft and fixing this.  IESG, do you think this is reasonable? If now, how can we prevent it from ever happening again? Was it the change in ACME WG chair that happened last July? Change in personnel in the IESG? Was it the authors being perennially slow on the uptake? A combination of all three (busy authors, new WG chair, new AD)?
