I don't think the list has gotten to the point of creating infrastructure
for a WG, because there isn't a WG yet.

One hazard of pressing forward in the face of opposition is that the output
of the WG, and the IETF itself, could be viewed as irrelevant.

That is why the IETF tends to strive for consensus.
